Tax Incremental District No. 5

Overview

Line Chart showing new assessed real estate value created in Tax Incremental District No. 5.This district is unique in Wisconsin, and is subject to a state statute that contains special regulations for TID No. 5 due to its scale. Covering 3,921 acres at the southwest section of the Village, the district, with partners including Racine County, financed public infrastructure and land assembly to allow for industrial development.

Foxconn Technology Group, the Taiwanese technology manufacturer, prompted the creation of the district in 2017, and at the start of 2025 had more than 1,200 workers across multiple buildings. Microsoft Corp. in 2023 announced its plans for data center development within the district, and is on course to open its first facility in 2026, with more in the development pipeline. 

Developer Ashley Capital has completed two speculative industrial buildings in the district with a combined 780,000 square feet, and Endeavor Development has completed a 204,000-square-foot warehouse. 

Conservative projections anticipate this district will have more than $2.5 billion of real estate value by the time the TID closes.

Creation and Closing

The TID was approved in November 2017 and, according to state statutes, can remain open until 2049, at the latest.
