Overview
This district extended infrastructure to about 500 acres east of I-94 along Spring Street, leading to three 2025 groundbreakings for projects with a combined 800 housing units. Educators Credit Union also built a new headquarters office in the district that opened in 2025.
There is more land in the district that real estate firm HSA Commercial is marketing for development.
Creation and Closing
The TID was approved in November 2022 and, according to state statutes, can remain open until 2044, at the latest.

- Springs at Mount Pleasant, with 280 housing units, started construction in 2025
- Leo Living with 220 housing units began construction in 2025, and will extend Carrington Boulevard south to eventually connect to Highway 20
- Seasons at Spring Street with 320 units began construction in 2025 on the north side of Spring Street
